Best Berry Cobbler

  • 2 teaspoons baking powder
  • 1/2 teaspoon salt
  • 4 ounces (1 stick) cold unsalted butter, cut into small pieces
  • 3/4 cup cold heavy cream, plus more for brushing
  • 1/4 teaspoon ground cinnamon
  • 1/2 cup sugar, plus more if needed and for sprinkling
  • 3 tablespoons cornstarch, plus more if needed
